I most heartily congratulate the people of North Dakota upon the laying of the corner stone of the new state capitol this afternoon it is not only a symbol of the enduring foundation of self government which underlie the security of America Life it is also a symbol of the indomitable courage of the people who are never daunted by disaster but build anew with energy and faith.
